Tajair Anthony Delbridge, 26, of Philadelphia, received a sentence of 3 to 6 years in state prison, which is to be followed by 7 years of probation, from Bucks County Court of Common Pleas Judge Charissa Liller earlier this month. He was given credit for time served and ordered to write a letter of apology, undergo drug and alcohol treatment, and secure employment within 30 days of his release, according to court papers.
Delbridge had pleaded guilty to charges including accidents involving death or personal injury, hindering apprehension or prosecution, tampering with physical evidence, and criminal solicitation to commit false reports.
The victim, 28-year-old Joel Moreau of Bristol Township, was struck and killed while skateboarding on the 1500 block of Haines Road around 10:16 p.m. on Nov. 24, 2023.

During the sentencing hearing at the Justice Center, Moreau’s mother and sister delivered impact statements.
The victim’s mother told the court of the struggle to comprehend how someone could strike a person and leave them to die.

Assistant District Attorney Andrew Bukowski also shared statements from other family members and friends, including Moreau’s father, who stated his heart was “broken and will never be unbroken.”
Moreau was remembered by family and friends as a good person whose live was cut short.
Moreau was born and raised in Montgomery County and enjoyed skateboarding, fishing, drawing, music, swimming, reading, and video games. He was a graduate of Teen Challenge in Newport News, Virginia, where he also received his GED.

A Bucks County Investigating Grand Jury recommended charges last spring against Delbridge after reviewing evidence and testimony.
The investigation determined Delbridge was driving the vehicle involved in the crash.

After striking Moreau, Delbridge fled the scene, abandoned the vehicle, and attempted to have it reported stolen, authorities said.
Bristol Township police found Moreau deceased in the northbound lane after responding to reports of a fatal hit-and-run.

An eyewitness reported seeing a newer model red Kia behind Moreau before hearing a loud bang, then observing Moreau unresponsive and the red Kia fleeing with extensive front-end damage, authorities said.
The vehicle, a 2022 red Kia K5, was found abandoned a few miles away with damage consistent with a pedestrian strike. Police detected the smell of marijuana and found related paraphernalia inside, according to court papers.

Investigators contacted the vehicle’s owner, who stated it had been rented to Delbridge through a private rental business.
Approximately 30 minutes after the crash, Delbridge contacted the business owner and instructed her to report the car stolen, authorities said.
Surveillance footage from a nearby business showed the red Kia pulling into a lot, with the driver and a female passenger exiting before re-entering and driving away. Police identified the female passenger, confirming Delbridge was the driver at the time of the crash.

Court documents indicate Delbridge invoked his Fifth Amendment rights when questioned about the night of the crash during the grand jury investigation.
