The Pennsbury School Board voted last week to approve a deal to give superintendent Dr. Kevin McHugh a retroactive pay raise and keep him the top administrator for several more years.
McHugh’s new contract will be effective July 1 and lasts until June 30, 2018. His salary will go from $189,000 to an annual rate of $198,000. His pay raise is retroactive and covers the 2014-2015 school year.
- The new contract was approved with an 8-1 vote. Board member Alison Smith was the lone dissenting vote. Smith said she couldn’t approve a contract that gave McHugh an increase that she knew the district can’t offer the teachers union in upcoming negotiations.
- The retroactive pay increase was approved 7-2, with Smith and Debbie DeBlasio voting against it. DeBlasio said she was for the new contract but not for a motion to add retroactive pay.

“Dr. McHugh is an accomplished leader who has achieved national recognition during his distinguished career,” Board President Gary Sanderson said. “We have an effective executive team in place here in Pennsbury. The district is clearly benefiting from Dr. McHugh’s experienced leadership as it strives to meet established goals in challenging times.”
McHugh said he is “pleased” to continue his role in the Pennsbury School District.

“Providing the best possible education for our community’s students, in spite of all of the obstacles, will continue to be our focus and will define our mission,” a statement from the superintendent read.
In comparison, Bristol Borough School District Superintendent Thomas Shaffer makes $130,000 a year, Bristol Township School District Superintendent Dr. Sam Lee makes $160,000 and Neshaminy School District Superintendent Robert Copeland makes $171,000.
McHugh began working at Pennsbury in the 1990s and worked his way up to the superintendent position in 2011.
